Heydar Aliyev International Education Grant, funded by the Government of Azerbaijan, offers a fully funded scholarship program for international students wishing to pursue higher education in Azerbaijan. To be eligible for the Heydar Aliyev International Education Grant, applicants must:

  • Citizenship: Applicants must be nationals of an eligible country. Citizens or former citizens of the Republic of Azerbaijan are not eligible.

  • Check Eligibility: Before applying, make sure you meet all eligibility criteria, including age limits, academic qualifications, and language proficiency requirements.
  • Obtain Nomination: Submit your application to the appropriate government authority in your home country (such as a Ministry of Education or Embassy). This is the first stage of the process and must be completed between March 15 and May 15, 2025.
  • Wait for Official Nomination: If your application is successful at the national level, your government will officially nominate you for the scholarship.
  • Register on SIACAS: Nominated applicants will proceed to the second stage and must complete the online registration through the Study in Azerbaijan Centralized Admission Service (SIACAS) at portal.edu.az between June 1 and June 15, 2025.

The selection process for the Heydar Aliyev International Education Grant is highly competitive and follows a multi-stage evaluation:

  • Nomination by Government Authorities: Applications are first reviewed by the relevant government authority in the applicant’s country (such as a Ministry or Embassy). Only nominated candidates will proceed to the next stage.
  • Registration and Review on SIACAS: Nominated applicants must register and submit all documents on the Study in Azerbaijan Centralized Admission Service (SIACAS) platform between June 1 and June 15, 2025. Applications are then reviewed by the relevant authorities in Azerbaijan.

For Bachelor’s programs, the scholarship covers a study period of 4 to 5 years, depending on the field of study.
For General Medicine programs, the duration ranges from 5 to 6 years.
For Master’s programs, the scholarship provides support for 1.5 to 2 years.
For Medical Residency programs, the duration of support ranges from 2 to 5 years. For Doctoral (PhD) programs, students will receive funding for a period of 3 years.
For Preparatory courses, the scholarship covers 6 months to 1 year of study, depending on the requirements of the admitting institution.

The application process for the Heydar Aliyev International Education Grant 2025–2026 is divided into two key stages:
